Overview
This project involves the energy and functional upgrade of 37 EPAS (Vocational Schools) operated by the Public Employment Service (DYPA), and the modernization of 300 vocational training laboratories across Greece. It is a nationwide initiative aimed at improving both energy performance and the quality of vocational education infrastructure.
Objectives
- Achieve medium-scale building renovations, as defined by EU Recommendation 2019/786, with:
- 30%–60% savings in primary energy consumption.
- At least 30% reduction in greenhouse gas emissions.
- Upgrade educational facilities to improve the learning environment and operational efficiency.
The project will contribute to achieving the national indicative energy efficiency target and, due to the size, prominence, and high visitation of the complexes, will highlight the exemplary role of the public sector in implementing energy-saving projects
The EPAS complexes were constructed during the 1970s and 1980s, without any systematic or comprehensive maintenance or renovation having been carried out since then. As a result, they operate with outdated energy systems and deteriorated infrastructure, making them particularly energy-intensive and, consequently, costly. Their surface area ranges from 3,500 to 14,700 square meters, distributed across buildings of varying numbers of floors, depending on their use (classrooms, laboratories, administrative or other facilities).
Project Scope
The renovation of EPAS (Vocational Schools) will contribute to energy savings and the reduction of CO² emissions, as it will include:
- Upgrading of the building envelope’s thermal insulation.
- Replacement of external window frames.
- Utilization of renewable energy sources (RES).
- Replacement of electromechanical equipment and networks.
- Installation of energy management systems.
At the same time, the project aims to improve the quality of the educational services provided, through the enhancement of the operating conditions of the school complexes, by:
- Carrying out all necessary repair and restoration works.
- Renovating sanitary facilities and event halls.
- Installing all required systems and equipment to ensure fire safety, as well as facilitating accessibility and usability for people with disabilities (PwD).
Growthfund’s Project Preparation Facility (PPF) has undertaken the project’s preparation, the execution of the tendering procedure, and the monitoring of its implementation through to completion.
The project is implemented within the framework of the National Recovery and Resilience Plan “Greece 2.0”, with funding from the European Union – NextGenerationEU.
