Description
The project concerns the design, financing, construction, procurement of equipment, maintenance, and technical management of the infrastructure that will house the new Judicial Correctional Facility of Athens (JCFA) and the Attica Court Transfer Directorate (ACTD). These facilities will be located on a site of approximately 100,000 square meters on the premises of the former American military camp in Aspropyrgos, Attica.
The project will be implemented through a Public-Private Partnership (PPP).
- Estimated budget: €617 million (excluding VAT).
- Total duration of the PPP contract: 30 years.
- Contracting Authority: Ministry of Citizen Protection.
- Tendering Authority: Hellenic Corporation of Assets and Participations (HCAP), specifically through its Strategic Contracts Unit (PPF).
Progress
The tender process was launched by the Strategic Contracts Unit in August 2023. In October 2023, four investment consortia expressed interest in the project (listed in alphabetical order):

Significance
The relocation of Korydallos Prison to Aspropyrgos marks a key step in the Ministry of Citizen Protection’s strategy for the penitentiary system reform. The project is expected to have a significant economic impact, including job creation during the construction phase.
Moreover, the redevelopment of the Korydallos site will follow principles of sustainable development, considering the needs of the local community.
