Relocation of freight transport companies from the area of Eleonas to an organized hub in the Municipality of Fyli

This project concerns the development of an organized hub—with the characteristics of a business park—to which the operations of freight transport companies currently based in the Eleonas area will be relocated. The selected site is privately owned by the Municipality of Fyli, located in the area of “Spilies”, with a total surface area of 437,000 m² (approx. 43.7 hectares), and is intended for the development of a business park/logistics center.

Growthfund’s Project Preparation Facility (PPF) has undertaken, on behalf of the Municipality of Fyli, the realization of the project, aiming to conduct a competitive tender process in accordance with Law 4413/2016. The scope of the tender is the development, licensing, construction, operation, management, and maintenance of the organized hub/business park under the provisions of Law 4982/2022, at the “Spilies” site of the Municipality of Fyli.

The tender process is currently ongoing. In July 2024, five (5) investment schemes formally expressed their interest in participating in the project.

This initiative aims to decongest the Eleonas area, enable the organized relocation of freight transport activities, and stimulate economic development in Western Attica through the creation of a modern logistics and business hub.

The project is expected to deliver significant economic and environmental benefits:

  • Establishment of a lawful and productive operating environment for freight transport companies based in Athens, which represent the “heart” of the final stage of Greece’s growing logistics supply chain.
  • Major environmental remediation and decontamination of vital open spaces in the Eleonas area, freeing them up for alternative land uses and urban development.
  • Promotion of local development in the Municipality of Fyli through a shift in its growth model, as part of a comprehensive urban development plan. This includes job creation, the establishment of modern infrastructure, and environmentally friendly business facilities.
  • Creation of a nationally organized transport and logistics cluster in a strategic location, with direct access to the Attiki Odos motorway and the national rail network.
  • Significant reduction in national logistics costs, contributing to improved efficiency and competitiveness across the supply chain.

The project is implemented within the framework of the National Recovery and Resilience Plan “Greece 2.0”, with funding from the European Union – NextGenerationEU.
