Reform of the Primary Healthcare (PHC) System

The Action titled “Reform of the Primary Healthcare System” concerns (a) the renovation and the functional and energy upgrade of PHC infrastructure (primarily Health Centers), and
(b) the procurement of modern medical equipment for Health Centers and Chronic Disease Units.

(a) Renovation of PHC Infrastructure

The project covers at least 50% of all Health Centers, Regional and Local Clinics, and Multipurpose Regional Clinics in the country (156 out of a total of 312), as well as the development of 312 clinics dedicated to chronic disease management within PHC structures.

Through this project, the National Primary Healthcare System is reinforced, improving the quality and efficiency of services provided to citizens. This contributes to relieving the burden on hospitals and significantly enhances the working and care environment for both patients and medical personnel. As a result, local communities are strengthened, both directly—through the modernization of primary care structures—and indirectly, as robust public health infrastructure supports local development, tourism, and more.

The functionality of Health Center buildings will be improved through:

  • The execution of interior architectural modifications to meet modern standards.
  • The modernization and replacement of electromechanical systems.
  • Accessibility enhancements for people with disabilities or limited mobility, along with general upgrades to facility spaces.

Additionally, all necessary repair works will be undertaken, including structural reinforcements, insulation, and restoration and improvement of the surrounding areas where needed.

A major part of the action concerns the energy efficiency upgrade of Health Centers, achieved by:

  • Thermal insulation of building envelopes.
  • Replacement of windows and doors with energy-efficient materials.
  • Partial or full replacement of electromechanical equipment, e.g., substituting oil boilers with heat pumps, and modernizing electromechanical networks.

Interventions also include the installation of energy management systems and rooftop photovoltaic panels.

(b) Procurement of Medical Equipment for Primary Healthcare (PHC)

This project involves the procurement of modern medical and technological equipment for 156 Health Centers, as well as for the chronic disease management units that will be established within these Centers and other Primary Healthcare facilities across the country.

Regarding the Health Centers, the project focuses on replacing the existing medical equipment, which is considered outdated and in need of upgrade. Through this large-scale modernization, the aim is to enhance the effectiveness of Primary Healthcare services and to deliver higher quality healthcare to citizens.

At the same time, the chronic disease management units will be equipped with medical devices and instruments to support the development of an effective, holistic framework for the prevention, diagnosis, and treatment of chronic diseases.

Funding – Project Progress

The Strategic Contracts Unit (PPF) of the Hellenic Corporation of Assets and Participations (HCAP) is responsible for project preparation, the conduct of tender procedures, and oversight of implementation until completion.

To date, the PPF has launched and conducted 84 tenders with a total budget of €239 million (excluding VAT), and 64 contracts have already been signed, amounting to €215.8 million.
