Redevelopment of the Thessaloniki International Fair (TIF-HELEXPO) through a Concession Agreement

Overview
The project concerns the large-scale redevelopment of the TIF-HELEXPO site in Thessaloniki and represents a major growth opportunity for the city. It aims to upgrade the quality of life for residents by restoring green public space and enhance Thessaloniki’s competitiveness as a destination for conferences, exhibitions, and events.

Key Features
The redevelopment includes:

  • Construction of modern exhibition and conference facilities.
  • Creation of a large metropolitan park (~100,000 m²), with 60% of the area becoming public green space.
  • Development of a business center, hotel, and underground parking spaces.
  • Implementation in accordance with the approved Special Spatial Plan (ΕΠΣ).

Delivery Model
The project will be implemented as a public-private partnership (PPP) through a long-term concession.

  • The concession will be governed by Law 4413/2016.
  • An open tender process will be conducted by Growthfund’s Project Preparation Facility (PPF), on behalf of TIF-HELEXPO (Contracting Authority).

Budget & Financing

  • Total project cost: approx. €300 million (excl. VAT).
  • Public funding: up to €120 million from EU Structural Funds (ESPA), the Public Investment Programme, and national ministries (Finance, Environment & Energy, Infrastructure).
  • Private investment: via equity and bank loans.

Project Status

  • In February 2025, the consortium HILL – Samaras & Associates – TrB – Eleftherios Vlachogiannis Law Firm – Lamda S.A. was appointed as technical, legal, and financial advisor.
  • Total estimated implementation period: ~7 years (including ~6 months of project preparation)

This strategic redevelopment will reshape Thessaloniki’s urban core, supporting its environmental, cultural, and economic goals in line with sustainable urban development principles.
