Overview
The project concerns the large-scale redevelopment of the TIF-HELEXPO site in Thessaloniki and represents a major growth opportunity for the city. It aims to upgrade the quality of life for residents by restoring green public space and enhance Thessaloniki’s competitiveness as a destination for conferences, exhibitions, and events.
Key Features
The redevelopment includes:
- Construction of modern exhibition and conference facilities.
- Creation of a large metropolitan park (~100,000 m²), with 60% of the area becoming public green space.
- Development of a business center, hotel, and underground parking spaces.
- Implementation in accordance with the approved Special Spatial Plan (ΕΠΣ).
Delivery Model
The project will be implemented as a public-private partnership (PPP) through a long-term concession.
- The concession will be governed by Law 4413/2016.
- An open tender process will be conducted by Growthfund’s Project Preparation Facility (PPF), on behalf of TIF-HELEXPO (Contracting Authority).

- Private investment: via equity and bank loans.
Project Status
- In February 2025, the consortium HILL – Samaras & Associates – TrB – Eleftherios Vlachogiannis Law Firm – Lamda S.A. was appointed as technical, legal, and financial advisor.
- Total estimated implementation period: ~7 years (including ~6 months of project preparation)
