“AIGIS” is Greece’s largest programme aimed at strengthening the Civil Protection mechanism to effectively address the challenges of the climate crisis. It includes infrastructure upgrades, the procurement of advanced technical equipment, Information and Communication Technology (ICT) integration, and innovation in civil protection. Growthfund provides technical assistance for projects under the Ministry of Climate Crisis & Civil Protection’s “AIGIS” Programme, co-financed by the Recovery and Resilience Facility (RRF), the National Strategic Reference Framework (NSRF) 2021–2027, and the European Investment Bank (EIB). This includes project maturity services, procurement support, contract monitoring, PMO services, and technical and legal advisory for:
- Procurement of three airborne command and control centers (air surveillance).
- Mobile operations centers for all 13 regions of Greece.
- Fire detection and suppression systems in archaeological sites.
- Two medium-sized medical helicopters and one transport helicopter.
- Unmanned Aerial Vehicles (UAVs/drones) for aerial monitoring.
- Upgrade and modernization of seven Canadair CL415 aircraft.
- Eight medium-type firefighting helicopters.
- Twenty-five amphibious firefighting aircraft.
- Upgrade and modernization of two Super Puma helicopters.
- Firefighting and emergency response vehicles for the Fire Brigade.
- Vehicles for the General Secretariat for Civil Protection.
- Portable Bailey-type bridges for flood and disaster response.
- Isolation and patient transport capsules.
- Personal Protective Equipment (PPE) for the Fire Brigade.
- Engineering equipment and machinery for disaster prevention and response.
- Specialized patrol and civilian evacuation vehicles.
- Temporary shelter equipment for displaced populations.
- Mobile medical equipment and field hospitals for public health emergencies.
To date, Growthfund’s Project Preparation Facility (PPF) has prepared and conducted tenders with a total budget exceeding €1 billion.
The programme is part of the “Greece 2.0” National Recovery and Resilience Plan, funded by the EU’s NextGenerationEU, NSRF 2021–2027, and the EIB.
