The project, with a total budget of €650.4 million, involves the provision of technical assistance to the Ministry of Citizen Protection for the implementation of a wide range of actions. Specifically, the technical assistance covers services related to project preparation, tendering procedures, and contract monitoring, as well as Project Management Office (PMO) services, and technical and legal consultancy for the implementation of the following:
Procurement of Equipment:
- Procurement of vehicles for external border control.
- Procurement of patrol vessels.
- Procurement of mobile vehicle scanning units to detect concealed irregular migrants.
- Procurement and maintenance of unmanned aerial and ground vehicle systems.
- Procurement of portable thermal imaging cameras and ballistic helmets with night vision goggles.
- Procurement of mobile heartbeat detection devices and CCTV surveillance systems.
- Procurement of automated vehicle license plate recognition systems.
- Procurement of the necessary equipment for the Entry-Exit System (EES).
- Procurement of document authenticity verification devices.
- Modernization, upgrading, and procurement of electronic equipment for the Border Protection Directorate, Border Guard Units, and Passport Control Services throughout the Greek territory.
- Procurement of special vehicles for the implementation of forced returns of irregular third-country nationals.
- Procurement of vehicles for the guarding and operation of Pre-Removal Detention Centers (PRDCs).
- Procurement of public space surveillance systems for audio and video capture and recording. This action includes the supply, installation, configuration, and delivery of a fully operational integrated recording system using body-worn and vehicle-mounted cameras for the needs of the Hellenic Police.
- Procurement of a new Integrated Security Document Information System (ISDIS) for the printing and personalization of security documents, including the new Police Identity Card for Greek Citizens (Citizen Card), along with related e-governance services.
New Technologies:
- Development of an Integrated Information System (IIS) for services with operational responsibilities in the field of border management.
- Development of an encrypted secure telecommunications system for border areas of the country.
- Implementation of an electronic surveillance system (e-surveillance) at the external borders, including mobile incident management centers.
Infrastructure:
- Upgrading of existing facilities and construction of new infrastructure for services located in border areas.
- Construction of Pre-Removal Detention Centers (PRDCs) for irregular third-country nationals.
Crime Prevention and Suppression Actions:
- Procurement of technological equipment and detection dogs for the prevention and combat of illegal drug trafficking.
- Deployment of new technologies for investigating financial crimes, including the acquisition of smart complaint management software.
- Expansion and upgrading of the automated fingerprint identification system.
These actions are co-financed by European Funds, including a) the Instrument for Financial Support for Border Management and Visa Policy (BMVI), b) the Internal Security Fund (ISF), c) the Asylum, Migration and Integration Fund (AMIF) of the National Strategic Reference Framework (NSRF) 2021–2027 and d) the regular budget of the Ministry of Citizen Protection.
