Description

This project concerns the Horizontal Technical Support provided to the Ministry of Development and Investments, specifically for the oversight and coordination of the following twelve actions funded by the European Union – NextGenerationEU, through the Recovery and Resilience Facility (RRF):

  • Tackling illicit trade and protecting intellectual property – (Interagency Market Control Unit / DIMEA, RRF Code 16703).
  • Upgrading the public procurement sector – (General Secretariat for Commerce & Consumer Protection, RRF Code 16711).
  • New Industrial Parks – (General Secretariat for Industry, RRF Code 16634).
  • Actions to improve the business environment – (General Secretariat for Industry, RRF Code 16543).
  • Amendment of the legal framework for attracting strategic investments – (General Secretariat for Private Investments, RRF Code 16593).
  • Strengthening Basic and Applied Research – (General Secretariat for Research & Innovation, RRF Code 16618).
  • Enhancing the outward orientation of Research and Innovation – (General Secretariat for Research & Innovation, RRF Code 16621).
  • THORAX – Scalable Holistic Hybrid Operational Autonomous System (for Defense, Security, Civil Protection) – (General Secretariat for Research & Innovation, RRF Code 16654).
  • Creation – Expansion – Upgrade of Research Center Infrastructures under the supervision of GSRI – (General Secretariat for Research & Innovation, RRF Code 16624).
  • Smart Manufacturing – (General Secretariat for Industry, RRF Code 16721).
  • Innovation Financing – HORIZON 2020 – (General Secretariat for Research & Innovation, RRF Code 16622).
  • Research–Create–Innovate – (General Secretariat for Research & Innovation, RRF Code 16971).

The total budget of these twelve actions amounts to €1,022,033,383.62, of which €800,041,611.02 is funded by the RRF.

The strategic importance of these actions, their successful implementation, the capacity of implementing bodies to meet strict deadlines and objectives, and the effective absorption of RRF funds present a significant challenge for public administration. During the development and implementation phases — given the strict timelines set by the Recovery and Resilience Mechanism — the Strategic Contracts Unit plays a supervisory and coordinating role. It supports the Ministry in the smooth and uninterrupted execution of nine key strategic actions.

Project Scope

The project includes:
a) Provision of project management services across all actions, including support for project preparation, tender procedures, and contract monitoring for selected actions.
b) Provision of audit services to verify the achievement of milestones for the nine strategic actions.
c) Provision of Project Management Office (PMO) services, including the design of a management mechanism (PM tool), regular reporting, and monitoring, to promptly identify deviations from the original planning, risks that could impact milestones or deliverables, and propose mitigation measures to safeguard both the physical and financial implementation of the actions.
d) Preparation studies and other technical services required for the tendering and/or execution of the nine strategic actions.

The project (RRF Code 17004) is implemented under the National Recovery and Resilience Plan “Greece 2.0” with funding from the European Union – NextGenerationEU.

 

Project Status

The Horizontal Technical Support project for the Ministry of Development includes 44 contracts, with a total value of €15,344,771.65 (including VAT).
Thirty (30) of these contracts relate to the provision of support services for implementing RRF actions, with a total value of €12,617,391.67 (including VAT), while eleven (11) contracts, valued at €2,677,780.00 (including VAT), concern studies for technical projects.
