Development of an Information Technology System (PPP)

Purpose
Development of an Integrated Information System (IIS for Strategic Investments) to support the monitoring of strategic investments.

Establishment of a call center (information helpline) for potential investors. The center will provide support throughout all stages of the investment process—both during the planning phase and the selection of appropriate incentives, as well as throughout implementation—based on the nature and characteristics of each investment.

Impact

  • Reduction of paper-based document tracking and decrease in the negative environmental impact from printing.
  • Creation of a registry for investors, consultants, auditors, and organizations/services to ensure transparency and simplify procedures.
  • Acceleration of procedures for the benefit of the General Directorate for Strategic Investments and prospective investors.
  • Development of a knowledge base for process modeling and applicable legislation, accessible to investors either digitally or via specialized investment advisors at the call center.

The development of the Integrated Information System (IIS for Strategic Investments) constitutes Subproject 2 of the action titled “Amendment of the Legal Framework for Attracting Strategic Investments.” It concerns the creation of an IIS that will support the monitoring of strategic investments from the stage when the proposal file is submitted to the Interministerial Committee for Strategic Investments (ICSI) for a decision, all the way through to the completion of each strategic investment and the monitoring of any long-term obligations.

At the same time, a knowledge base will be created containing all workflow processes, including relevant legislation, Government Gazette entries, manuals, and FAQs. The system will also have the capability to generate reports and statistics on strategic investments, as well as performance indicators through a business intelligence system.

The action also includes the creation of a call center (information helpline) for potential investors, which will offer support across all stages of investment implementation. The call center will be integrated with the IIS for optimal information flow management and will be staffed with personnel who will receive specialized training.

Upon implementation, a registry of investors, consultants, auditors, and organizations/services will be created to ensure transparency, simplification, and acceleration of procedures for both the General Directorate for Strategic Investments and prospective investors. Additionally, a knowledge base for process modeling and applicable legislation will be developed, accessible digitally or via the call center’s specialized investment advisors.

Growthfund’s Project Preparation Facility (PPF) has undertaken the tendering process and the monitoring of the contract until its completion in December 2025.

The action is implemented under the National Recovery and Resilience Plan “Greece 2.0” with funding from the European Union – NextGenerationEU.

Project Progress
The Project Contract, with a total budget of €1,676,663.51 including VAT, was signed on 22/12/2022 and will run until 31/12/2025. The system has already completed its pilot phase and has now entered full-scale operational use.
