The Project Preparation Facility Unit (PPF) of the Hellenic Corporation of Assets and Participations S.A. (“Growth Fund”) has been designated by the Governmental Committee established under Law 4799/2021 as the authority responsible for the preparation and implementation of the tender procedure for the project “Redevelopment of Thessaloniki International Fair (Tif–Helexpo) Site in Thessaloniki,”. with an estimated budget of €165,000,000.00, excluding 24% VAT, corresponding to a total value of €204,600,000.00. The Project is financed through the Public Investment Programme (PIP) under the National Development Programme (NDP) 2026–2030.
The scope of the project is the redevelopment of the TIF–HELEXPO S.A. site in Thessaloniki, aiming to create a modern exhibition and conference center of international standards, combined with the development of extensive public spaces, green areas, and supporting infrastructure that will substantially enhance the urban environment and the overall functionality of the city.
The Project is expected to constitute a major development initiative for Thessaloniki, improving residents’ quality of life through the creation of significant public green spaces, while also strengthening the city’s competitiveness as a destination for conferences, exhibitions, and events.
Growth Fund, acting by mandate in accordance with the provisions of Article 5B of Law 3986/2011 on behalf of the beneficiary which is TIF-HELEXPO S.A., undertakes all actions required and provided for within of the beneficiary, in the name and on behalf of the beneficiary until and including the contract award stage. The tender procedure shall be conducted in accordance with Article 27 of Law 4412/2016, with the contract being awarded on the basis of the most economically advantageous tender solely on the basis of price (lowest price criterion), including the evaluation of a technical study/design proposal, pursuant to Article 50 of Law 4412/2016, through the National System of Electronic Public Procurement (ESIDIS) (system reference number 222102) via the online portal: www.promitheus.gov.gr.
