Project Preparation Facility (PPF)

The Project Preparation Facility (PPF) was established in 2021 as a distinct operational unit, pursuant to Laws 4804/2021 and 5108/2024.
Its mission is to prepare, tender, and oversee the implementation of strategic projects assigned to it by the Government Committee of Strategic Contracts.

ALEXANDRA-THEODOSIADI

Alexandra Theodosiadi is a professional with 20 years of experience in the public and private sector. She holds a degree in Communication, a diploma in Public Administration Management and a Master’s in Conflict Management. Throughout her career, she has contributed to the planning and coordination of EU co-funded programmes supporting the public sector reforms, the design of public policy, and the implementation of the Better Regulation agenda. She was also part of the coordinating team for the functional review of the Greek public administration by the OECD. For a decade, she served within the General Secretariat for Coordination at the Presidency of the Government, where she coordinated public policy implementation in key fields such as Health, Education, Social Cohesion, Shipping, and Tourism. Her responsibilities included drafting the National Reform Programme, contributing to Greece’s Voluntary National Review for the UN’s 2030 Sustainable Development Goals, and monitoring reforms linked to the Recovery and Resilience Fund.

Since 2023 she holds the position of the PPF Coordinator at the Growthfund.

Alexandra Varela is a highly experienced Project Controls Specialist and Civil Engineer with over 18 years of expertise in delivering and managing complex, large-scale megaprojects across civil infrastructure, transportation, and construction sectors. She excels at establishing comprehensive project controls frameworks, including planning, scheduling, risk management, and performance monitoring, to ensure strategic objectives are achieved on time and within budget. Currently, as Head of the Project Management Office (PMO) for Project Preparation Facilities (PPF) at the Growthfund, she oversees a portfolio of above 50 projects valued at approximately €8.2 billion. Her responsibilities include standardizing project delivery methodologies, implementing advanced program controls, and providing strategic insights through bespoke reporting tools and data analytics, notably leveraging Power BI. Her career also encompasses senior consultancy roles in the UK, where she delivered tailored project control solutions for clients such as Thames Water and Network Rail. Her expertise spans developing integrated project schedules, managing cost control processes, and conducting risk analysis—including Monte Carlo simulations. She is proficient in industry-standard tools like Primavera P6, MS Project, Asta Powerproject, and Power BI, and is committed to optimizing project outcomes through data-driven methodologies.

KATERINA-DIMOU

Katerina Dimou is a qualified lawyer with over 15 years of experience in Greece and the UK, specializing in public procurement, corporate law, and financial transactions. She joined the Project Preparation Facility (PPF) in November 2022 as Legal Counsel and since November 2024 she has been serving as Head Legal Counsel of the PPF. In this capacity, she has been involved in iconic projects, including the Antinero and the Aegis Programmes, the Primary and Secondary Healthcare Infrastructure Project, and the Korydallos Prison Relocation PPP Project. As Head Legal Counsel, she has played a key role in designing internal legal workflows, standardizing legal documents and tender dossiers, as well as leading and supporting the PPF’s legal team. Before joining Growthfund, she spent eight years at leading international law firms in London — King & Spalding and Ropes & Gray — focusing on banking and finance. 

She worked on numerous cross-border transactions, primarily advising private equity funds. She was also involved in legal knowledge management and the development of internal legal databases. Earlier in her career, she worked for five years at top-tier law firms in Greece — Potamitis Iliadis and PotamitisVekris — where she focused on corporate law, public procurement, and PPP projects, advising multinational clients. She holds a law degree from the Faculty of Law, National and Kapodistrian University of Athens, as well as two postgraduate degrees: an LL.M. from University College London (UCL) (2012–2013) and an MSc in International Economic, Financial and Banking Law from Panteion University of Athens (2006–2008).

GIORGOS-DAVVETAS

 George Davvetas holds a degree in Economics from the University of Patras and a Master’s degree in Business Administration – Total Quality Management (MBA-TQM) from the University of Piraeus. He has over 15 years of professional experience as a consultant to businesses and public sector organizations, specializing in the management of co-funded projects, strategic and operational planning, business process reengineering and improvement, operational analysis, quality systems development, and project finance. He has supported a wide range of clients across both the public and private sectors. He has worked as a Management Consultant at the Transport for Athens (OASA), where he managed key projects for the company and its subsidiaries OSY and STASY. These included the redesign of the fare control system, the expansion of the public transport fleet through leasing contracts, the integration of intercity buses (KTEL) into the urban transport system, the EN 13816 service certification process, and the performance-based contract between OASA and the Ministry of Finance. He also served as a consultant to TRAINOSE, focusing on the optimization of railway service routes across the national rail network. George holds several certifications, including ISO 9001 Lead Auditor, EFQM Validator, Blockchain & Digital Currencies, and Information Systems Analysis. 

His research work has focused on the absorption of EU Structural Funds. From February 2022 to November 2024, he served as Project Manager at the Project Preparation Facility (PPF), where he was responsible, among other assignments, for the “Aegis” Programme of the Ministry for Climate Crisis and Civil Protection. In December 2024, he was appointed Head of Procurement & Services Projects at the PPF, initially within the Hellenic Republic Asset Development Fund (HRADF) and subsequently within Growthfund.

GIOULI-VOURNA

Giouli Vourna is Head of the Technical Projects & Regional Infrastructure Division at Growthfund’s Project Preparation Facility (PPF). She is responsible for the strategic planning and monitoring of the implementation of strategic contracts. Before assuming her current role, she served as Project Manager, overseeing the preparation and execution of dozens of procurement procedures for major projects, including: the Antinero Programme (three cycles), the National Reforestation Plan, flood protection and erosion control works, the upgrade of Alexandroupolis Port, and the restoration of Volos Port. In her role, she successfully led a large and diverse project team (7+ members), ensuring clear task allocation, effective collaboration, and on-time delivery within tight deadlines. She has been a member of the PPF since its establishment in 2021, playing an active role in shaping and expanding the Unit and contributing to the design and streamlining of its internal operating procedures. Her long-standing involvement and in-depth understanding of the Unit’s workflows enable her to contribute effectively to the achievement of its strategic objectives. Before joining Growthfund, she worked as an external technical advisor to the Hellenic Republic Asset Development Fund (HRADF), where she provided technical support and specialized scientific services for high-profile projects. 

These included: updating the cadastral database and registering Joint Ministerial Decisions for the implementation of the Integrated Development Plan (IDP) for the Hellinikon site, drafting the Special Land Distribution Diagram for Hellinikon, conducting topographic surveys, urban planning analysis and legalization of unauthorized constructions for the Afantou Golf property (North Afantou, Rhodes), legalization of structures in South Afantou, and regularization of unauthorized buildings in Loutrópolis of Kamena Vourla, among others. She has expertise in technical, urban planning, and surveying matters, and is proficient in a broad range of technical tools and software, ensuring precision and efficiency in project execution and milestone tracking. She holds dual degrees in Rural and Surveying Engineering and Civil Engineering, as well as a postgraduate degree in Engineering Project Management.

IOANNIS-ANDRIANOPOULOS

Ioannis Andrianopoulos is a qualified Mechanical Engineer, graduate of the National Technical University of Athens (NTUA), with extensive experience in project and construction management of engineering projects and complex ventures. He has executed and managed private and public projects in energy production, solid waste treatment, water treatment, telecommunications, and infrastructure projects for technical and consulting companies, and other business entities. Specifically, he has worked for several years in major contractors including INTRAKAT S.A. (2006–2009), METKA S.A. (2010–2014), HELECTOR S.A. (2014–2017), TERNA S.A. (2017–2018), and SYCHEM S.A. (2004–2006 & 2018–2021), where he served as a team member and a leader in construction projects with on-site presence. He has also worked in consulting companies such as PLANET S.A. (2021–2022), supervising public works. In November 2022, he joined the Project Preparation Facility Unit (PPF) as a Project Manager, responsible for the preparation and tendering of projects on behalf of the Ministry of Health and the Athens Olympic Sports Complex (O.A.K.A.), successfully meeting tight deadlines and achieving key milestones of the Resilience and Recovery Facility. 

Since October 2024, he has held the position of Head of Project Teams in the PPP & Concessions team of the PPF, leading a number of flagship projects, such as the Redevelopment of the Thessaloniki International Fair (TIF), the “Andreas Lentakis” Government Park, the Business Parks “BP Fyli” and “Former Gonou Military Camp”, the Relocation of Korydallos Prison and the Development of the Tatoi Estate. He has been a member of the Technical Chamber of Greece (TEE) since 2002 and has attended seminars on project planning and management. He speaks English and has knowledge of French. His personal interests include sports, literature, history, and theater. He is married and the father of two children.

George holds a Bachelor’s degree in Mechanical Engineering and a Postgraduate Diploma in Business Administration and has over 25 years of experience in Project Management across both the private and public sectors. He has successfully delivered complex and high-profile projects in Greece and abroad. Throughout his career, he has held senior positions in prestigious organizations such as the All England Lawn Tennis Club (AELTC), Harrods, Jones Lang LaSalle (JLL), University of Surrey, and the Athens 2004 Olympic Organizing Committee. His project portfolio includes notable clients such as Hewlett-Packard (HP), HSBC, the UK National Health Service (NHS), and the Bank of England. 

In 2022, he joined the Growthfund’s Project Preparation Facility (PPF) unit, where he successfully led the delivery of a €304 million programme for the Greek NHS—focused on the upgrade, renovation, and development of more than 50 hospitals nationwide. He now serves as the Head of EU & International Programmes, managing a portfolio exceeding €3 billion. Under his leadership, the unit has already demonstrated a strong track record of successful outcomes.

VAGGELIS-MANOLIS

Vangelis Manolis is a Civil Engineer, graduate of the Aristotle University of Thessaloniki, with over 30 years of professional experience in real estate development management, the design, preparation, and construction of major building and port infrastructure projects, as well as real estate operations and asset management (including operation, maintenance, leasing, and sales) both in Greece and abroad. He has also provided consulting services in real estate development, property valuation, and construction cost estimation for technical projects. In 2021, he joined the Project Preparation Facility (PPF) as Programme Manager, focusing on the procurement of public works contracts of strategic importance. His responsibilities included conducting legal and technical due diligence on properties, overseeing the preparation of technical studies, and drafting tender documentation for projects co-financed by European funds. 

In 2024, he was appointed Head Technical Officer of the PPF, leading the Unit’s technical office. He also contributes to the activities of Growthfund’s Real Estate Center of Excellence, offering his technical expertise on property-related matters.
