The project concerns the creation of an administrative center covering an area of approximately 155,000 m\u00b2 on the former PYRKAL\/EAS property in Ymittos. It involves the reuse of existing preserved buildings of notable architectural value, the construction of new office buildings, and the development of open public spaces. Ten ministries and public agencies\u2014currently housed in various buildings scattered across Athens\u2014will be relocated to the new site.<\/p>\n

The project includes:<\/p>\n

 <\/p>\n

    \n
  1. Demolition of 66 existing industrial buildings, with a total footprint of approximately 44,500 m\u00b2 and total built area of around 68,500 m\u00b2.<\/li>\n
  2. Renovation and change of use of the 24 remaining preserved buildings, totaling approximately 44,000 m\u00b2.<\/li>\n
  3. Construction of four new buildings, with 99,000 m\u00b2 of main space and 18,000 m\u00b2 of underground auxiliary areas.<\/li>\n
  4. Construction of two underground parking facilities beneath the new buildings, with a total capacity of 2,000 parking spaces and an area of approximately 58,000 m\u00b2.<\/li>\n
  5. Construction of an underground pedestrian passage approximately 400 meters long, connecting the DAFNI Metro Station with the site.<\/li>\n
  6. Urban redevelopment of the entire property and creation of a 30-acre public urban park.<\/li>\n

    The project will be implemented through a Public-Private Partnership (PPP), with the Ministry of National Economy and Finance acting as the contracting authority. The preferred investor will undertake the construction, financing, maintenance, and operation of the new administrative complex and the urban park for 30 years, as well as the underground pedestrian connection to the Dafni Metro Station to ensure site accessibility.<\/p>\n

    Growtfund\u2019s Project Preparation Facility (PPF) is conducting the tendering process and overseeing the implementation of the project contracts.<\/p>\n

    The tender is being carried out in two phases using the Competitive Dialogue procedure, which began with the Call for Expression of Interest in July 2024. Phase A concluded with the preselection of three investment schemes which expressed interest in the project. In January 2025, Phase B.I – the Competitive Dialogue phase \u2013 began and was followed by a series of individual meetings and on-site inspections with the shortlisted candidates, concluding with the submission of their respective comments in May 2025.<\/p>\n

    At this stage, the preparation of the Invitation Documents for Phase B.II \u2013 Submission of Binding Offers \u2013 is underway, while detailed studies are being developed for the project\u2019s technical specifications and environmental permitting, in order to proceed to the invitation for submission of financial offers.<\/p>\n","protected":false},"excerpt":{"rendered":"
